How Gifty Oware-Mensah Allegedly Diverted GH₵30 Million in NSS Funds Using Fake Companies

GFA Executive Council member Gifty Oware-Mensah has been accused by Ghana’s Attorney General of orchestrating a GH₵30 million loan fraud using fake identities and a fictitious company named Blocks of Life Consult. According to the Attorney General, here’s how the scheme was allegedly carried out.

A senior official of the Ghana Football Association has been accused of orchestrating a major fraud scheme involving over GH₵30 million, allegedly using fake identities and a bogus company.

Gifty Oware-Mensah, a member of the GFA’s Executive Council and former Deputy Executive Director of the National Service Scheme (NSS), is at the center of what is being described as an elaborate plot to defraud the Agricultural Development Bank (ADB).

The allegations were made public by Attorney General Dr. Dominic Akuritinga Ayine during a press conference on Friday, June 13, 2025. He outlined how Oware-Mensah allegedly devised a sophisticated plan to siphon millions from ADB, using falsified National Service allowances as collateral.

The Attorney General shared the following shocking revelation with reporters:

The scheme took an even more alarming turn, with Gifty Oware-Mensah allegedly using stolen personal information to secretly establish a fake business without the victims’ knowledge. Attorney General Dr. Ayine explained:

“She used the personal details of unsuspecting individuals to register a company called Blocks of Life Consult without their consent.”

To make the bogus company appear legitimate, she reportedly brought her own husband into the operation. According to the Attorney General:

“She introduced Blocks of Life Consult through a middleman and used her husband to pose as one of the company’s representatives.”

The scheme didn’t end there. According to Dr. Ayine, Gifty Oware-Mensah went on to present the fake company, Blocks of Life Consult, to ADB as a legitimate business aimed at supporting National Service personnel.

She claimed the company specialized in supplying home appliances to NSS workers and proposed that ADB finance the operation, allowing the items to be distributed to service personnel on a hire-purchase basis.

This latest revelation emerges as investigators delve deeper into a wide-ranging fraud scandal at the National Service Scheme during Oware-Mensah’s tenure.

She was previously arrested and questioned by intelligence officers earlier this year but was later released on bail.

At the heart of the investigation is a massive payroll fraud scheme draining public funds. In 2024, the NSS reported paying allowances to 180,030 personnel—but a physical headcount revealed only 98,145 legitimate workers

This means that more than 81,000 ghost names were on the payroll, costing Ghana in excess of GH₵50 million each month.
